The financier purchased a more modest island - Little St James - originally in the late 1990s, but acquired the bigger adjacent island in the year 2016 for a sum of $22.5 million.
The released images indicate he had created plans to build upon the substantial island by erecting residences, an amphitheatre, an office beneath the waves and a swimming pool.
Marked on the plan is Pillsbury Sound, a strait in the region, noted on the lower right-hand corner.
The site plan is annotated in handwritten red notes and features a key detailing different parts of the land.
Accompanying the main plan are what appear to be nine other construction diagrams and engineering blueprints, featuring designs for boat shelters.
